Try reading the OBDII with a code reader and see what it is then erase codes and see if it stays off ,could be more than one circuit on this fuse so the fuse blowing has thrown the light on for whatever reason ,Also try disconnecting the battery just out of interest for a few minutes and reconnect it might go out if your lucky
if the fuses re good then you will need to remove the lighter and check for power behind it. some lighters have a fuse link built in and if thats blown will need to replace the whole lighter assembly.
I was just going to chime in about the relay. My '02 XLS Escape's dash and rear lights would take about 5-10 minutes to turn on. I finally removed the fuse box (by the driver's left leg) and cleaned the connectors for the relays on the back side of the fuse panel (yes, you have to unbolt the panel - be careful to not pull too ******* any of the wires) using connector cleaner. This is the most absurd placement of a user-serviceable part I've ever seen. But after over a year of dealing with it, it ended up taking about 10 minutes with a 10mm socket to fix it for good.
well u have two seprate problems the hazards and turn signals have a flasher that needs replacing if the fuse is good on the fuse box marked signals .and there is a brake light switch under the dash board near the brake pedal it has two wires on it check the wires make sure they are connected if so replace the brake light switch
