Sounds like the lock mechanism is stuck on the locked position. Since you didn't specify make and model this is a best guess. Make sure the lock is in the unlock position and try manipulating the rod connected to the outside handle (since child lock is on the inside handle won't work)

to open door with child lock activated, insert a plastic strip( i used from Milk bottle) from outside where the child lock is. Child Locks will stop anyone on the inside of the car from opening the door. If the child lock is on then the door can only be opened from the outside of the car. Of course the main door lock must be off just as any door must be unlocked to be opened from the outside.
