The Cigar lighter / DTC connector fuse is Fuse #41.
If you did not get an owners manual with your truck ( purchased used ), you can download one from Ford : https://www.fleet.ford.com/maintenance/owners_manuals/default.asp
Have this checked with another scan tool. Link error is produced when the PCM fails to respond to the scan tool. More times than not this is the PCM failing.
your underhood fuse block contains a fuse for the cigar lighter. this also powers the scan tool make sure it is not blown. chk pin 5 at data link connector for good ground pin 2 for power
Check all the fuses with a 12 volt test light. Also does the cigar lighter work many times the same fuse that is for the cigar lighter also powers up the obd 2 connector.
The Cigarette lighter is run off of a 20A fuse located in the engine compartment just behind the battery. The fuse map will say P-Out and is in position #14. Hope that helps.
