The fuel sending unit in the gas tank is bad and you will need to replace it by dropping the tank down and pulling the fuel pump housing out as it is mounted on the side of the assembly. Run the tank low as possible if you pull the tank off and there is a inspection cap on top and you can remove the assembly after disconnecting the fuel lines and wires on top of the tank. Definitely the gauge can be changed, provided the float in the fuel tank is OK, i.e. no leaks. This float connects to a potentiometer which records the current flowing thru it and displays it in the gauge. So before replacing the gauge measure the current and match that against the quantity of fuel in the tank...............sodeep

Youre gauge is controlled by a plunger in the fuel tank which is attached to the sensor and the fuel gauge. it sounds like when the plunger goes down half way its either getting stuck down lower then it should. Needs replacing. Any mechanic can do this install for you.
