Replace the temp sensor. When the ECM reads -40 degrees, yes it ups the RPM's and hard starting is because the ECM throws a lot of fuel to the engine. You may need to replace the spark plugs also, after the temp sensor.

Going out one at a time suggests bad connections of the bulbs to the center base in the sockets. The center contacts are spring loaded and over time they tend to stay compressed and lose connection with the bulbs. This is easy to check with your test light - when you checked for power at the sockets, did you ground the test light to the side of the sockets? If so and OK, check the condition of the socket and bulb end contacts for flatness and/or corrosion. If not, use a multimeter (resistance setting) to check the outside of the socket for resistance to exposed metal in the trunk - should be close to zero. If not, a loose ground connection in the trunk wiring harness may be the cause - you can find this connection (usually in the trunk) by tracing the wiring harness from a light back towards the front of the car.

No, that is a switching problem. Either a faulty switch or a glitch in the ECM from the battery being disconnected.

The horn assembly mounts behind the drivers headlamp. There are two horns made on a single bracket, a high and low horn, on most cars they are an A note and an F note. If you played these 2 notes together on a musical instrument you would hear that these 2 notes do not blend together, so together they make an annoying loud sound, perfect for an emergency horn. Some instructions state that you have to remove the bumper cover, others say that you can remove the drivers wheel plastic inner fender plastic shield. The bracket bolts to the core support.
