Rubbing noise from front of car
It could be your brakes. Your brakes are always rubbing lightly. Pull your front wheels off one at a time, and feel the rotor, to see if there are any gouges in it. Do not do this after you have just driven a distance though, that brake will be hot. Check that first though. Are there any vibrations when you press the brake at slow or high speeds?

Check your Emergency brakes for dragging. If you have the rear combo disc/drum brake set-up, the E brakes peel off their mounts and grind up inside the brake drum.
Check tire pressure. Use good fuel, the E85, for instance, has less mileage per gallon potential than standard fuel. With your small car, throw 5 gallons of Premium into your small tank, and see if you notice better mileage. It would be cheaper than trying to replace good parts and guess wrong.
Many parts are on the self-diagnostic system. Unless they generate a Code you would need a different scanning tool to investigate.
About the only cheap attempt would be to change the thermostat. If the motor warms more slowly now, it uses more fuel. A new, quick acting thermostat may fix your problem.
