When I had that problem with the emergency light it was the sensor for emergency brake
The abs and brakes sounds like you are loosing pressure in the system

is the car battery flat,not the battery pack thats behind the back seat for the hybrid motor,as prius get flat batteries like a normal car if yo leave something on or because its 5 years old,I work for Toyota in Australia and thats usually the only issue but people get stressed because theyre hybrids,but get a good battery dude rehearsed in Prius to change it not backyard eddy

Crankshaft position (CKP) sensor.

Timing Issue.
Camshaft Adjuster.

Check Setting of Timing Belt.
Check Timing of Intake/Exhaust Cams.

have a friend press on the brake pedal while you open the bleed screw . If you are getting fluid out then it will be that the cylinder pistons are seized in the cylinder.. Have an accredited brake specialist shop check it out.
