Try removing the fuse box and then turn it upside down and remove the bottom cover, remove some of the electrical connectors to get some room then you can get to the bolts that hold the fuse in.

If it is just a small bottle of sealant, just 'suck' the coolant out of the radiator-put in the sealant and top off with what you took. Good luck

I would also replace coolant temp sensor, they arent very expensive and cause alot of issues

yes u can remove your cruise control on your celica (sept #1 take out or disconnect the cruise control cable on the throtle body then disconnect the wiring harness on the cruise control unit and if theres a vacum hoses connected just plug main vacum supply hose and your cruise control is already disable

Sound like a vacuum leak to me, check all vacuum lines to see if they are all connected and have no splits or damage.
