My 52 plate Stilo 1.9
I would suspect a system that is only supposed to work in mid range.
I don't know the European pollution laws, but in the US, the ERG or purge valves can cause this sort of symptom.
Both are essentially small intake manifold leaks, that mess up the mixture to some degree.
The EGR (exhaust gas recirculation) is just terrible in that the exhaust deposits clog the valve and cause it to bind open, while also harming the valves as well as performance and mileage. I would remove an EGR system UNLESS the engine is so high of compression, that it requires exhaust to poison the mixture, in order to prevent pre-detonation from compression, with low octane gasoline.
The purge valve is to vent the gas tank, to prevent both vaccum or excess pressure releasing gas fumes to the atmosphere.

When i pull up at a set of traffic lights my car
This could be a few problems; if it is water in the gas tank try isopropyl gasline antifreeze, it is a moisture remover. It could be an idle control sensor or throttle positioning sensor. If the car has been sitting a lot, I would try isopropyl first.

BACK WINDSCREEN WIPER NOT WORKING
On anything electrical on a car, when it stops working, ALWAYS check the fuse first. Could save you a lot of trouble. Always replace the fuse with the same amperage fuse that came out of it.

Vehicle turns over but will not start ,dash board
It means the fuel pump switch (FPSon means Fuel Pump Switch on) has been tripped, maybe by going over a big bump - you need to find where it is (under one of the seats?) and press it - just had the same with my Panda, and the AA man identified the issue.

Fiat Stilo 1.9JTD power loss after 30k miles
Its the EGR valve. Had exactly the same problems on my old 1.9 JTD.
You can take it off and remove all the carbon crud thats built up inside but the problem WILL return unfortunately. Its a mechanical failure so no error codes will be shown for this fault. You can also block them off which will return all of your power but also possibly make it an MOT failure due to excess soot coming from the exhaust.

Remoing air bag from steering wheel to fit new
OK... the very first thing to do is to disconnect the battery for at least 30mins, do not attempt to do this with the battery connected...BOOM! you'll have the airbag go off! when the time has elapsed.. peel back the steering wheel cover to expose the detonation device, carefully remove and this will expose the steering wheel nut! take this off and you will be able to remove the steering wheel. easy job! just be careful.

Cooling System - Fiat Siecento 2002
When checking for a blown head gasket, one of the most common tell-tale
signs is a milky-gray ring around your oil cap. When coolant enters the
engine oil through a crack in the head or through a blown gasket, it
evaportats and leaves a milky ring around the oil cap. Another easy way
to tell is to check your oil dipstick. Change your oil and pull out the
dipstick. Make sure that you take note of how far up the dipstick the
oil is. Top off your cooling system and fill your cooling resevoir to
the top. Screw radiator cap back on and start engine. Run engine for
about 20-30 mins. or until it reaches normal operating temperature.
Allow engine to cool (engine must cool completely to get accurate oil
reading!!). Check oil dipstick again. If the oil has a watery
appearence and has risen noticibly up the dipstick, the you probably
have a blown head gasket or a warped head. Also look for a dripping,
sweet-smelling liquid coming out of your tailpipe. Any of the above
symptoms could be the result of a blown head gasket. The easiest way to
tell is with a compression meter. This replaces the spark plug and lets
you know what compression each cylander is running at. If your
compression is abnormally low, then you have a blown head gasket or a
warped head. (note: consult repair manual for appropriate compression
of each cylander.)

That light is telling you that your brakes are worn. There is a wire connected to the front brake pads, and when the brakes reach a certain point, they trigger the light. Sometimes the light is triggered prematurely if one of the wires breaks or gets disconnected. Either way, you should check your brakes. As for the Fiat lights being the same, you are mistaken with your particular vehicle. The Fiat Ulysse is actually made by Peugeot, and is identical to the Peugeot 806, the and the Citroen Evasion.
