Where is the knock sensor on an 1992 saturn ?
It is behind the motor, but if you are getting a code, keep in mind that a knock sensor does it's job... sometimes the senor is picking up noise from the timing chain being wore and slapping

My compression on cyinder 1 and 4 are at 152 but 2 and 3 are at 190 psi
It is a bit odd to get the same low compression in 2 cylinders so far apart. Are you sure you are measuring the compression at those 1 and 4 cylinders properly. Confirm you are following the right procedure for measuring the compression. If you have got the right readings then you likely have a head problem because rings tend not to go bad like that at the same time. Could be a warped head or valve issues. You might be noticing pressure related issues in the crankcase or poor running due to the pressure bypassing the exhaust.

Low idle
Probably. Assuming the check engine light is not on, if you changed the IAC it could take driving the car for the computer to get the valve in the right spot.

It may not be a fuse issue. You could have a bad socket connection. Pull the wire from the back of the lighter socket to see if you have power there. If you do, then the socket is bad.
