This problem is the relay solanoid on the right firewall in the engine compartment. Relay powers everything in the vehicle excluding the stereo and the starter.
Your pump is controlled by the PCM. Recommend you interrogate the relay socket to see if the PCM is trying to turn it on. You could also jump the relay there to see if the truck will start. If you want to jump the relay socket, be careful not to put 12 volts into the PCM. You want to jump the hot terminal to the load terminal, which should have a much lower resistance than the PCM. It's not a Navigator, but might be similar procedure for you to perform. Basic principals remain the same, unless there's a very specific step for a navigator?

Depends on whether you want new or used, the engine compartment fuse box or the cabin fuse box. www.car-parts.com A junk yard in Elgin, IL has 2 cabin fuse boxes for $125-150. As for the engine compartment fuse boxes there is a long list of junk yards with prices between $100-200.
your battery is so dead and or shorted it won't allow enough current to keep the truck running it could be a wire ground or positive not allowing enough current take the battery back to the place of purchase and have it tested it should be under warranty.I wouldn't try to start it by jumping it anymore try a fresh hot battery I think it will fix it
ON THIS MODEL THE AIR SUSPENSION GIVES LOTS OF TROUBLE. IF YOU HAVEN'T HAD TROUBLE YET YOU WILL. THE OIL LIGHT FLICKERING AT IDLE IS AN INDICATION OF WORN CAM BEARINGS, ALSO EXPENSIVE TO REPAIR.
Some 2003 Expedition and 2003-2005 Town Car, Lincoln LS and Navigator vehicles may exhibit an inoperative parking aid system and diagnostic trouble code (DTC) C1983 stored in memory of the Parking Aid Module (PAM). ACTION Verify the vehicle has DTC C1983 in memory. If DTC C1983 is the only DTC present, it may be necessary to replace the PAM. Refer to the following Service Procedure.
SERVICE PROCEDURE 1. Use the NGS or WDS to run PAM self-test. 2. If DTC C1983 is the only code present, replace the PAM referring to the physical replacement procedure in the on-line Workshop Manual. DO NOT use the PAM programming procedure in the Workshop Manual for this concern. Refer to the following for the correct Workshop Manual section: ^ Expedition/Navigator/Town Car: Section 413-13 ^ Lincoln LS: Section 413-00 3. Reprogram the PAM using the following procedure: a. Start vehicle and place transmission gear selector into Reverse (R), wait a minimum of 10 seconds. b. Shift the gear selector into Drive (D), drive the vehicle ABOVE 25 MPH (40 Km/h) for a minimum of 15 seconds. c. Stop the vehicle and cycle the key off then back on. d. Repeat Steps a, b and c, three (3) more times for a total of four (4) times.
NOTE THE WDS NOW HAS THE CAPABILITY TO CHECK THE PIDS FOR THE ULTRASONIC SENSORS. USE THESE PIDS TO VERIFY OPERATION OF THE TWO (2) ULTRASONIC SENSORS.
Sound Like Transmission Position Sensor ... a sensor determines when you are in Park when stopped...if not, wont start...Other solution could be Fuse Relay...do you hear buzzing sound coming from fuse box. If so, feel which one is failing and replace. $6 at Autozone....
to start with you have to remove the filler neck at the tank opening you open the doorthere will be three small Torx head screws surrounding the perimeter of the opening for the fuel tank filler remove those 3 screws allowing a filler neck to wobble inside the fender then climb under the vehicle find the location of the filler tube connection from the hose to the tank just follow that hose down we're at clamps on 516 socket nice short extension and remove that hose clamp and remove the rubber line from the fuel tank once that's complete take a piece of smaller than 38 fuel line about 3 to 4 feet long preferrably and thread it through the filler neck being aware of the tank flap on the inside do not damage any obstruction of the tank assembly when trying to fish the host through then create a siphon into your collection cans until the tank is empty enough to achieve your goal pretty straightforward and common sense will help out more than my instruction
