Wipers will not shut off, fuse is good, the wipers

There could be 2 issues here. Either the electronic control module in the wiper motor is toast. Replace wiper motor. Or, the switch is bad in the cab. Find the connector for the switch and disconnect it. This should stop the wipers. I would lean towards the module inside the wiper motor assembly.

I am having a wiper problem, my wipers are off yet

At first glance, it sounds like the wiper lever is faulty, meaning, the "guts" of the switch are bad...was twisted too hard...etc.

I have a 98 lincoln navigator and it won't start

13 year old vehecles are wearing out,and these are common problems,,Check for spark at the coils if you have a small coil on each spark plug like some do than you need to know how to test each one,,,If you get spark now see if you are getting spark to each spark plug,,,if that pans out and you are I would have a pressure test done to the fuel pump, this you will have to take to a mechanic with the proper tools, You probly have well over 100k on this so anything is possible as to going wrong

Can the oxygen sensor be cleaned

The upper and heated O2 sensors should not be cleaned as depending on the cleaner, can destroy them anyway, and the right cleaner for the component can't clean them well enough. It's best to buy new if the ECU kicks out 02 sensor code errors.
