Not a good thing The carburetor is not shutting off the fuel flow completely when the engine is not running which allows fuel to run into the intake manifold. The fuel will find an open intake valve and run into a cylinder. It then seeps past the rings and flows into the crankcase.

I have this problem quite often and I extend the antenna and spray it with wd40.. Turn the radio on and off a few times and wipe the excess wd40

Sounds like the starter mtr is at fault if you lightly tap with a hammer while holding key in the start position it may try to turn over..if it does turn over then starter needs replaced
