Not charging battery
If the battery fault indicator dash light is on then the problem could be a broken fan/alternator belt or the voltage/charge regulator is faulty
Where do you conectect mto
For 1990 Geo Storm 2+2 1.6L MFI SOHC 4cyl the OBD Diagnostic Link Connector is located front seating area, passenger side, under dash, above kick panel, mounted rear of glove compartment.

Idles fine runs a little
Sounds as if you're not getting sufficient coolant flow through the radiator. Get yourself a jug of superflush and follow the instructions. good luck.
When I try to start
you will have to make sure your getting battery voltage at the starter solenoid when trying to start the car and also the voltage at the battery power wire at the starter it should be battery voltage.this sounds like it could be a bad spot in the starter and if you tap the starter when someone is trying to start it and it starts then the starter should be replaced.if it doesn`t then it could be the starter solenoid that is bad.you could just change the solenoid but the starter could go bad shortly after that is why techs recommend just replacing the starter as it comes with a solenoid.
Where is the fuel filter
Thanks for choosing FixYa and welcome. It is usually on the same side as your gas cap is. Go to the side you fill gas up and look under the car. You will see the gas lines running. You want to follow them. You should see your gas tank. There should be a pipe that comes out of the tank. This will be the one that has your fuel filter on it. Once you see that pipe, you should easily see the fuel filter.
How do I remove the
This should be done by a trusted and reputable exhaust/muffler shop in your area. It needs to be cut off and a new one installed in its place in accordance with Federal Regulations governing emmissions and gas engines. That being said... you now know the legal side.

The problem can be coming from the coil pack located inside the engine just where the distributor sits. If the coil pack is faulty it tends to give inaccurate current supply that can cause the engine to misfire. I strongly suggest that you have it replaced to resolve the issue.

Is the fuel pump a
Having a fuel pump fail is common on any car over 10 years old. A simple test you can do is to turn the key to on, but not to start. You should hear the whir of the fuel pump run for 2 seconds. A second test can be to bump the starter and listen for the 2 second whir again. If you are unsure if you are hearing the whir have someone listen at filler neck, with the gas cap off. If you can't hear anything, the fuel pump isn't running.

If you have not already changed the turn signal flasher it would be your next step.
It is located above the fuse panel in the dash along with the emergency flasher unit (separate from the turn signals).
The flasher is what makes the signals blink as voltage passes through the circuit.
Buy the new one so you know what to look for.

Timing belt ... how do
Your vehicle may crank and crank but not start. You can check for spark at the coil if none..most likely belt has broken. It if has slipped it may back fire.
Need to know where to
Gotta drop it down the same hole as the dipstick. Get a funnel or spiral up a piece of paper to make a funnel. Its the little red handle near the back of the motor. Remember to always check trans fluid while car is running
How to check timing marks
Below is an illustration of the timing belt alignment.
Make certain you align the marks on the crankshaft and camshaft correctly when installing the new belt.
