Closed loop fuel shut down
I thinking you're right. The ECU controls everything concerning the Engine. I had to replace mine in my 1985 B944. They aren't cheap!
Cost approx. $500.00! But... I would check with your local Porsche dealer/mechanic before replacing it! Also... if the fuel injectors are clogged, or the fuel pump is bad... you may get the same problem.
993 fuel small
check fuel tank connections and connections at the fuel pump, also check the fuel filters in the engine bay and all fuel lines there.

depending on the type there is a motor or magnetic pin system. motors can fail and the magnetic pin type well they can rust up or even the grease in them can freeze up and stop movement. also on some models there is a auto mode this will activate the spoiler at certain speeds. these are prone for failure, for some reason they stop reading the speedo , then in auto or in manual it will not work. also in cold weather you should have it turn'd off... this is recommended from porsche something about only use in above temps of 6.0c 42.8F is minimum low temp. the temp sensor on some turn off the spoiler controls at this speed or a faulty temp sensor not reading the right temp will do this.

isnt the 911s engine in the rear? if so have the parts guy try to find the starter on the engine..see if the solenoid is there acessible..you may be able to power it up long enough to get it opened up..
Electric seat motor
That sounds like a switch issue, If the motor works one direction it should work the other direction. It could also be a cable running from the switch from the motor. I would start by checking continuity from the switch to the motor.
