There is no secret button. It sounds like the linkage between the tilt lever and the tilt mechanism inside the steering column has come loose, or the mechanism is jammed. If that's the case, it's a complicated job to repair it, and because of the air bag in the wheel housing, should only be done by a qualified shop.

As you move the tilt lever to release the lock pawl from the rack the wheel will move. Yours does not it seems so the rack inside this tilt housing has broken off and has bounded up making the tilt option inoperatble. The steering column will be needed to be torn apart and replace this broken housing with a new one

Check G-302 for lose connection.
Under the right front seat, on the number 2 bar near the inflatable restraint sensing diagnostic module

Terminal L driver seat switch connector . Black wire is ground to G-302 .Test by loading the circuit

The camshaft position sensor is located on the rear cylinder bank in front of the exhaust camshaft. The camshaft position sensor extends into the rear cylinder head and is sealed with an O-ring.

Temperature Control 3 Circuit Range IPM
The actuator is an electronic stepper motor. The HVAC control module (IPM) supplies power and ground to the actuator. The IPM controls the direction of the actuator by changing the polarity of the control circuits. When the actuator reaches its desired position, both circuits are fixed to the same value (9.5-12 volts). The IPM determines the door position by counting pulses (voltage fluctuations) caused by the brush to commutator action generated during normal motor operation. The IPM monitors a voltage drop across an internal resistance to detect the pulses. The IPM converts the pulses to counts with a range of 0-255 counts.
When a calibration or recalibration procedure is performed, the IPM calculates the door travel range. The IPM commands the actuator to each extreme position and counts the total number of pulses. The IPM compares the total number of pulses to calibrated limits. If the total pulse count is less than or equal to the maximum calibrated limit and greater than or equal to the minimum calibrated limit, then the calibration is considered successful.
• Air Flow control 3 circuit refers to the mode actuator
• Air Flow control 7 circuit refers to the recirculation actuator
• Temperature control 1 circuit refers to the left air temperature actuator
• Temperature control 2 circuit refers to the right air temperature actuator
• Temperature control 3 circuit refers to the auxiliary air temperature actuator
Diagnostic Aids
• Inspect the appropriate actuator door and actuator for the following conditions:
- A misaligned actuator--Refer to one of the following:
- Mode Actuator Replacement
- Air Temperature Actuator Assembly Replacement
- Air Temperature Actuator Replacement - Left Side
- Recirculation Actuator Replacement
- Broken or binding linkages or actuator door
- Obstruction that prevents the actuator door from operating within its full range of motion
- Missing seals to the actuator door
- Misaligned seals to the actuator door
• Refer to Testing for Intermittent Conditions and Poor Connections in Wiring Systems.
Install a scan tool.
Turn ON the ignition, with the engine OFF.
With the scan tool, command the appropriate actuator in both directions.
Observe the appropriate Actual parameter.
Does the scan tool indicate that the value of the appropriate Actual parameter changes from the minimum specified value to the maximum specified value?

DTC P1574 Stop Lamp Switch Circuit
This diagnostic test functions on the assumption that sudden decrease in a non-drive wheel speed must be caused by a brake application. Non-drive wheel speed and stop lamp switch status are supplied to the powertrain control module (PCM) through serial data from the electronic brake control module (EBCM). If there is a 2.5 mph or greater decrease of non-drive wheel speed in 0.4 seconds and a transition of the torque converter clutch (TCC) or extended travel contacts of the TCC brake switch without a transition of the stop lamp brake switch, DTC P1574 is set.
DTC P1574 indicates the stop lamp switch signal to the EBCM or the EBCMs ability to send the stop lamp switch signal to the PCM has failed. Refer to ABS/TCS DTCs for diagnosis of the stoplamp switch signal and the EBCM.
Connect the scan tool.
Turn ON the ignition, with the engine OFF.
Retrieve the DTCs from the electronic brake control module (EBCM).
Are any DTCs that begin with a "C" also set?

Bought a bad PCM? Wrong one? Just got a PCM, it was for a 3.4 engine. They told the manager it would work for a 3.8. I told the manager it won't. Had to hook it up and prove it to the manager. Security was the first issue, then the transmission would be the next. I didn't even make it pass the security. A 3.4 PCM will run the 3.8 engine, with other computers replaced. But will not run the transmission correctly. And this is our problem. I told the manager to inform the customer that they had the wrong PCM. I also told him to give the car back. Then told him I could fix it, but needed PCM,BCM, Ignition switch,key and chip, from one junk car.

Well dude you need to know how it's suppose work ! There is more to it then just a fuses ! there is a electrical circuit , power (B+) an ground an a control , a switch , a module etc... what ever ! Your best bet is to take it to a ASE certified repair shop or dealer ! Because it sounds like you know nothing about automotive electronics or electrical systems .
