Can not get in the trunk. The handle is broken.

Legacy, right? Can you tilt the backseats' backrests forward? like when you want to transport something big in the trunk... I suppose the sedan has this similarly to the station wagon.
Use a pocket torch to look for the lock body from inside and there should be a small button or better a lever that you have no clue what it is there for, right? try to push it or pull it from ech side untill it opens.
It is actually there to prevent transporting people in the trunk against their will(unlike the movies, where it is possible).

93 Legacy air suspension how to

this link is for the factory service manual for the older legacy that you have. section 4 has the air suspension shown. i don't see anything in there about servicing the unit. I think you are out of luck for getting the original air suspension repaired. parts to convert to aftermarket air ride or regular strut/spring suspension will set you back considerable funds either way. the labor should be around 4 hours https://drive.google.com/open?id=0B4H_Uz2vUjAwTUUtaUU5WXFNc1k

Subaru Gearbox problem

there might be more than one issue here. its common for the early auto transmissions to not have the extra shims added to the center differential. This causes binding for the front axles and can damage a few parts. There was a recall for this many years ago. The other possibility is the valve body is manufunctioning and not fully engaging the gear your selecting. The fix is to get the valve body overhauled/rebuilt or replaced

Where is the voltage regulator located?

In the old days & in models that have not been redesigned in decades it is usually mounted on the fire wall. But most of them these days are built into the alternator. They are not generally a serviceable part but they can be replaced if you can get it off the car and to a shop that rebuilds alternators and starter motors. Other wise the way most repairs are made by replacing the entire alternator.

Where is my interior fuse box located. All I could find was a gaggle of wires to the left and below the steering wheel.

Depending which fuse your looking to change. I don't think there is an actual box. I know flashers, abs, horn etc..
are plugged in just under your column.
The rest of your fuses are located under hood. Hope this helps.

Fuel filter is probably located in fuel tank. Although a few older American cars had one located on the frame, under the car.

How do you remove a fender?

Front fender? Lift the hood, open the front door on the same side as the fender to be removed. Under the rim of the hood, you'll find a line of bolts holding the top of the fender in place. Inside the door opening, you'll find one or two more bolts holding the rear of the fender in place. You may also find one bolt under the rear corner of the fender, fully underneath the vehicle. You'll also need to remove the turn signal housing, any side marker light, and possibly the headlight - all with screws - and you may still find one bolt up front, where a steel strut holds the frontmost bottom corner of the fender in place. When you get all those fasteners removed, you pretty much just wiggle the fender off the car.

Subaru troubleshooting

Ignition switch is a good place to start, you may want to check the starter itself (PIA to pull and test because of its location), or you can always take it to autozone and have them run an electrical diagnostic (most of them do it for free and it takes 2 minutes), if that checks out, you can be assured it's either the ignition or wiring. Keep us up to date, and good luck.
