1986 mercury cougar how to tell if timing is out

In most cases if the timing is off the car wont start, have you checked the O2 sensors. I had a truck with a similar problem and O2 sensors fixed it for me. Hope it helps.

The 'master cylinder' has a leak between it and

Its a seal in the master cylinder. You need to replace/rebuild the master cylinder. If you don't plan on driving it for the next 3 weeks I wouldn't bother. But if your going to drive it you should repair it, you don't want a total brake failure.
