Car chugs what could that
Many things... When was last "healthy" tune up? Plugs, wires, ALL filters especially fuel filter??? I would start there. Also might want to run a good fuel system cleaner like SeaFoan, STP etc through with next tankful of fuel

Have presure problem in oil blowing back from fill
do a compression test first, that will give you an idea if the engine is still good. it should be between 185 to 213 psi with a maximum difference of 28.4 psi under or over. this sounds like the compression is in the pan and not in the cylinders.

yes the drive will clear the water by the fact that the engine gets hot ,some garages love to play with their toys this is nothing just a bit of condensation caused by short runs .

Driver side seatbelt won't retract.
Seat belts cannot be fixed for safety reasons. If there's nothing obvious blocking the action of the belt then the only fix is to replace it entirely. If you get a replacement from the scrapyard then do not take it from one which has suffered impact damage.

I have a V70- 2000-
sounds like you have a leak concern if they are adding freon
however, it also sounds like a restriction in the system and/or a defective TXV
do you have pressure gauges... this is the only way to diagnose an a/c system without just throwing parts at the concern

TAKE IT INTO AUTO ZONE PARTS STORE, THEY WILL SCAN IT FOR FREE AND GIVE YOU A PRINT OUT OF THE COMPONENTS THAT ARE BAD AND ALSO GIVE YOU AN IDEA OF HOW MUCH THE PARTS COST AND THE PARTS AVAILABILITY....SORRY ABOUT THE CAPS.

Won't start
Check battery voltage, battery connector cleanliness, and correct any problems such as dirty connections.
Check the amperage draw of the starter. 75 to 110 A should be plenty for a rapidly spinning starter. If it doesn't spin rapidly with this amount of draw on the thick cables coming off of the battery, then there is something wrong with the starter.
If there is no or little amperage draw, and the starter doesn't turn the engine over, then there is still something wrong with the starter, more specifically the solenoid which sits on the starter.

When should water pump be replaced
Whats is with this question tonight ... ... the simple answer to the water pump replacement is you repoace it when it starts leaking ... the pump itself is nearly bullet proof. It is the seal that is the weak part ... when it starts leaking ... replace the pump.
