Is there anyway to bypass the AC with a shorter serpentine belt
Dorman Products makes a special bracket & idler pulley assembly for most popular American vehicles like yours. It is installed so that you can remove a seized A/C compressor. Check with your local auto parts stores to see if Dorman has this for your vehicle. It's called an Air Conditioning Compressor Delete Kit. See
How to bypass immobiliser
That doesn't sound like the immobilizer, and anyway, it cannot be bypassed-the computer and a lot of wiring is associated with it.
Is the security light on or flashing? If it is, the theft system is alarmed and will have to be reset. Try an independent shop for it, although it may be a dealer only fix- I don't know.
You hear a click-if it is coming from the starter, you could have a bad starter. Have you had the battery cables off recently? Make sure the cables are clean and tight on the battery and the starter. If the solenoid on the starter is doing the click, take off the starter for testing
Is there anyway to bypass the AC with a smaller serpentine belt?
Yes there is several ways the diagram for bypass should be under hood on the fan shroud now if not there then the belt should minus diameter of ac fly wheel

A/c won't work
What I do that will cut the distance the short or break could be and also eliminate that it is low R134a is to find the Pressure switch ( mine is just off center toward passenger side of firewall connected to the desiccant dryer unit).. So once found you unplug it, it will have 2 connections in it I take a short piece of wire strip it so just enough wore sticks out so you can make a circuit. Then start vehicle and turn on AC. If the compressor clutch kicks on then it is either a faulty switch or low R134a. I now have a gauge so I can just connect my guage and test that way but I have found on a ford when off the pressure seemed good but the killer was when compressor was running the pressure would drop fast to just above switch setting then take about 2seconds to fall below telling me the system is low. but using both a guage and the bypass would be best method in future. But if you do as I mentioned with wire it will either be compressor on or not regardless of switch or pressure in system. I will look back to see if it engaged clutch or not as I have method fr testing clutch also
2003 Chrysler Town and Country will not turn over.
When you turn the switch over, does the lights dim or flicker? If that's the case then the battery don't have the power it needs to turn the engine over, so it could be the cables and post need cleaning, or the solenoid for the starter is bad. The description you give with the clicking sound, gives me the thought of starter solenoid, but always do the easiest and cheapest. "clean those terminals and post first"

If fluid and filter hasn't been changed then I would definately try that first. BE SURE, they replace fluid with MOPAR only from dealer. Chrysler transmissions are very particular about fluid, even though mechanic will tell you it's all the same, it isn't. Seen it happen time and time again where transmission acts up after fluid change of "same stuff", different brand. Then added cost of changing fluid again to MOPAR and all was well.
