Lock problem door won't open
Try spraying some WD40 or similar lubricant into the lock cylinder from the outside with the small straw that comes with the can. If you live in an area that uses salt or has corrosion issues, and you always use the key fob to unlock the vehicle, it's quite possible that the cylinder is frozen up with a little rust from lack of use. I have used this fix on many vehicles and as preventative maintenance on my own stuff due to similar experiences. If that doesn't work, check into any maintenance history that may have allowed a different key cut cylinder to be put in (I would see this are a rare case, but is possible).
1998 Cadillac Catera dash lights not working
Increasing the fuse amperage, not a good idea. Will eventually burn up your wiring. There must be a short somewhere. May have to pull dash cluster out and look for any burnt areas. If it is blowing a fuse that is supposed to handle 3 times the juice it should be visible. Having to look is the problem.
