You may need to go to the master cylinder and release the piston for the rear brakes circuit. It is best to get a manual for this operation as it may require the removal of a switch in the master cylinder or a threaded pin between the pistons. There are two pistons that are spring actuated and when one circuit loose pressure a piston is stuck in the wrong position.

The only thing you can do if its welded there is cut the catalytic converter pipe and weld it back together when your done. Keep in mind that you want to try and cut the pipe in the easiest place that you will be able to weld it back together.
