1. The molding on the right rear of a 1999 grand marqui is simple to remove & does not take any special tools.
2. The molding has a sticky back on it but can be pulled off by hand.
3. The ends that stick through the holes in the finder are held in place by a soft epoxy & have to be cut with a knife or razor.
4. After you cut it, pull it out of the hole & pull the molding out of the grove.
5. After market molding can be purchased at most auto parts stores.
6. Make sure to clean all epoxy from the ends & the glue that was on the back of the molding.
7. Save the old molding so you can cut the new molding in the same way. It comes in a role & not cut individually for you.

No there is not a way that you can reach the issue the part casing this without removing the dash completely. You have a failure in the temperature control blend door and or actuator motor. This job is way over the skill level or most DIY home mechanics, the dealer is the best option, cost is about $1200.00 depending on local labor rates. Get three estimates. The price will vary widely.

Suspect a shorted daytime running light module. Here is where it is located. You can unplug it and will have to use the headlight switch for the lights to come on. Remove the plastic clips to release the cover and remove the cover. You will then see the module bolted to the rad support

You cannot reprogram the computer. You have to replace it. Load test the alternator. If a diode is bad it will charge the battery at a slower rate but will still light the battery warning light.
