Starter relay location

? my 99 deville keeps giving code c1228 how to fix
That code should be left rear(Drivers side rear) wheel speed sensor short to ground, Check to see if wiring has worn thru and is contacting metal some place. GM had problems with water getting into wiring harnesses in rear causing shorts.
Fuel regulator location
It is located on the fuel rail in the engine compartment, fuel rails are on top of the lower intake.
How do i open the hood if latch doesn't work
Have someone push down on the hood,

If you mean ECT (Engine coolant temperature) sensor, yes it can.
The ECT is responsible for turning on & off the radiator cooling fan.
However an ETC (Electronic traction control) sensor typically wouldn't cause the engine to overheat. However if there is a code in the engine computer it can turn off the traction control. So if the ETC is turning off it may be a result rather than a cause.
You'll need to check for codes in the engine computer & if there is one for the temperature sensor you most likely will need to replace it but you'll also need to check the coolant level. If it is low you obviously have a leak.
FOOT NOTE: This engine is well know for its HEAD GASKETS leaking coolant. If you are having persistent overheating conditions & can't seem to locate the cause ie; water pump, radiator, hose ect. you most likely will need to have the head gaskets replaced... & that isn't cheap.

I know it sounds vague, but with so little info, look at fuses. Sometimes a fuse will blow with age, but most times it's a short. It's best to buy one of those fuse testers as it's not always easy to see if one of the plug in type is blown.

I can't advise on the type of coolant additive (I don't know your model) but in general if the coolant level is OK already then the additive won't explain this overheating.
It could be
- head gasket leak to the coolant jacket. There is a cheap test a mechanic can do for combustion gases in the coolant
- faulty temperature sensor unit
-slipping drive belt to the fan (if fitted)
- thermostat stuck closed
