If you got a shock from a wire that was correctly installed on the plug then the wire is leaking and if that one is leaking then you can assume others are bad as well. I would replace them with a quality set of wires even if it dosent help right now it will when the weather changes to rain and humidity get high, when it rains it may not start at all.

95 Lexus SC300. NO power to AC.

Either the main control board or possibly ECM could be faulty. Your best bet is to trace the wiring and test with a multi-tester in both ohm and volt settings to see where the power stops at. Your best bet is to start at the ECM which is either behind the glove box, or under your seat. Then surely test your control panel. That is your most likely cause. Control panel or wiring.

Replacing the driver side inside door handle

Find and remove two screws visible on the door panel, including underneath small covers. Pop them off with a small screwdriver. Lift front edge of control panel, then pull forward and lift out. Pull upper door panel from door. Disconnect courtesy light connector. Disconnect door open handle cable assembly and door lock cable assembly. You might need to lift panel and twist to get it off.
