Dual radiator fans not working

Whats happening? Does it over heat? Does the heat work? If not over heating, does the engine run hotter than it did before you noticed the problem?

Was cranking but now it ignition clicks but will

Dead battry. Charge batt. Try again. OR jump start with cables from 2nd car or tow truck. You may have service with your insurance for jump start at no cost. Once started you need to check the charging system to see if thats why it faild. Either alternator (charger) is faild or battery is failed. Generally its that simple, but somtimes not. Drive it to an auto parts store, they may put a meter on the car to check voltage while running. If voltage is 14 -15 + volts while running, then alternator is likely good and you need a new battery.
Good luck

I have Toyota Avalon 2001

To check the starter, have someone hold the key in the crank position while you tap the starter with a hammer. This is a common practice. This is likely a temperature related problem.

I recently replaced the engine

I suspect the mechanic(s) who did the engine changed missed something in the electrical systems. Take the car back and have the wiring harness checked, especially the firewall connectors and the engine block ground cables. If the ground cables are not connected or are broken, the engine sensors may be "flaky" - accelerating will cause a small movement on the engine mounts, which may temporarily disconnect any ground path through them and disrupt the sensor voltages or shut down the fuel injectors and ignition. That's why you need good ground cables. A firewall connector that is not pushed in to engage the latch may have intermittent connections - same result.

You can do some of this yourself - look for connectors in the wiring harness and make sure they are all latched (inspect the latch tabs and hooks, and DO NOT test by yanking on the wires! Pull on the connector housings instead). The main engine block ground is usually a heavy black or bare braided wire connected to the starter motor ground cable or the frame of the car. Sometimes people fail to see and disconnect the braided wires when they lift the engine, and the wires just tear apart ("I never knew that was there...").

Another possibility is damaged wiring to the throttle position sensor. It is easy to pinch or cut a part of the wiring harness while moving an engine in or out and not notice it happened. You'll need to do a visual inspection to check for this. A bright trouble light and inspection mirror will be useful. If the wiring harness cover split tubing appears to have had rough usage at a spot, open the split at that point and check for damage to the wires inside.

P O 135

The Bank 1 Sensor 1 is located on the side of the engine with cylinder #1 before the catalytic converter. The most frequent fix is to replace the sensor. It's apparently not hard to remove and screw in a new sensor, but the location of this one is a bear to get to. That means really difficult. One way to avoid the hassle is to take it to a mechanic who knows how and has the right tools. Hope this helps some.

My gs has been acting

VVT-I is Variable Valve Timing w/ Intelligence

If you are having an issue with timing that could cause your engine to run very rough or not run at all. that is something the dealer would have to fix because it is a very complex system. I don't see how a bad tank of gas could do that but if you got water in your fuel system or maybe you just need some fuel system cleaner. I would start with those two things. Gas water remover and Fuel system cleaner. These are two common items and can be purchased at your local car shop.
