I recently had this problem with my car. If the heater temperature controller fails, there may be heat whenever the blower runs. To test this, turn on the car when it is not warmed up. Immediately turn on the A/C. If it blows cold, the A/C is good. If as the water temperature gets hot, the air gets hot, the temperature controller is stuck on the HOT position. A good auto store can get you the correct part and show you how to install it.

did you try the relay , swap it out with the rear one and see if it works,

you need to replace the valve cover gasket and the seals around the plug sockets, heres what autozone charges and a pic,
