Access to Water Pump on 94 Chrys LHS
You will have to pull off the Drive belt on the front of the engine and then the covers on the front of the engine Under there you will find the water pump along with the timing belt I would also replace that too
Defrost heat blows constantly, no
The reason for the hot defrost is that is the default if the system goes down in order to keep the windshield clear in any weather. I think I would check the fuses first.
1994 Chrysler LHS engine won't turn over.
I checked another site that had a possible solution. It told how to check the ignition switch. After performing this check I decided to replace it. Still no go. The only other thing I could think of was possibly a loose or broken wire somewhere. After looking it over I decided that tracing the wires would be too much trouble.
My solution was to by a remote push button starter switch. I'd just run a wire from the battery to the switch and from the switch to the starter. As of this writing I'm still in the process of installing it. I did manage to "hot wire" the starter and it started fine. That's what lead me to believe the problem is in the wiring. So this remote switch should work.
We've replaced the batteries in the key fobs
If they are the factory remotes, more than likely if they need to be re_programmed a dodge dealer would have to do it as you don't re program the remote to the car, you program the car to the remotes.
Does my 94 lhs have
Yes, all cars that have fuel injection have a mass air flow sensor. The vehicle's computer uses the readings from the MAF sensor to tell the injection system when to fuel the engine, and how much fuel the engine needs to have the correct air to fuel mixture to run properly.
Car wont start..turning the ignition
Extremely low voltage from battery. If you are under 9 or 10 volts you can power anything in the car but it isn't enough to engage the starter. Before you buy a battery try cleaning the connection sometimes thats all it takes.
Will running out of gas
usually not but if you have a lot of sediment in your tank it can mess up the fuel pump and rarely but on occasion components downstream but usually the fuel filter would catch that.
Check engine light on
Your light is on because the computer detected a problem. Take it to Autozone and they will scan the computer for free. They will let you know what is wrong and what parts you need. Other auto part stores offer the same service. Thank you for choosing FixYa.

Car wont start
I'd say it's the spark plug or distributor cap. Instead of writing out a long explanation, here's one already done for you! Should help...
Spark Plug
-
The most common reason for a car
not starting in the rain is found in the spark plugs. Wire insulation
can wear thin and this causes the voltage to arc to the metal of the car
engine rather then going into the spark plug. You can check for this
visually by opening the hood when it's wet outside and trying to start
the car. You might be able to see an arc from the spark plug wires.
Distributor Cap
-
The second most common issue is the distributor cap. Take a good
physical examination of your distributor cap for any signs of a cracks.
Also remove the distributor cap and check the inside of it for moisture.
If you find any, wipe it clean; it won't work while wet.
Other Issues
-
If a check of the spark plugs and the distribution cap has not
solved your problem, then you have a bigger issue. There are dozens of
other reasons a car won't start, from battery corrosion to a fuel filter
issue keeping gas from reaching the engine. Though few of these other
issues will only affect your vehicle during the rain.

Well car is fine warming up in the morning.Start
try primeing the fuel pump by turning the key (dont try to turn over just turn it were all the lights come on inside) do this 3-4 times and if it starts then it is your fuel filter. Replace it. Fuel FIlters are cheap and easy to fix but you might need a special tool and it can be a knuckle buster go to your nearest auto store and they should be able to push you in the right direction.
HOW TO BLEED THE BRAKES
have a helper. car needs not be running. locate bleeder screw on brake calipers one per each wheel, have helper pump brakes 4-7 times then hold pedal to floor, while holding to floor loosen bleeder screw untill fluid and air bubbles flow out. tighten bleeder and pump brakes again and hold, while holding loosen bleeder again untill no air bubbles are present.Continue this procedure untill no air bubbles are present . Then proceed to opposite wheel and perform the same procedure. Also check brake fluid reservoir several times and keep full, do not allow to empty while bleeding is taking place or you will have to start all over.
