If the fuse is ok it could be the hazard warning switch. Turn signal problems are often caused by this little-used switch. Usually working the switch rapidly for a couple of minutes puts matters right, if it doesn't it will be time to go further.

There are two possibilities here. One, the key is so worn that it won't move the tumbler in the lock. The other, more likely, is that one of the tumblers has fallen out of place from wear.
