Are you speaking of the Rod or are you talking the locking mechanism.if it is the locking device you must remove the arm rest screws remove all the screws in the panel then with a putty knife gently pop out the pins that hold the door panel on, these will be used again later to reinstall the panel with. Next pull up the panel and lift away the panel to get inside of the door. Also remove the screws from the handle and window crank if it's not electric. with a razor blade cut the plastic away from the door near the lock. Go around and down 15 inches each side by the lock. Do not cut the plastic cut between the plastic and door frame. You will reuse the tar to put plastic back on, this keeps dirt and moisture out of the car..
Next remove plastic piece off the door lock look at the rod and see if it's bent or if the plastic hook that holds the rod on is in place. If it is not you will have to buy a new one. At the dealer or the junk yard. with your fingers move the rod to see if it operates the lock mechanism if it does then the fault may lie in the locking device It may have to be adjusted. The dealer is probably right. The extreme cold, together with a lack of lubricant due to age, likely killed the actuator. If this seems too expensive, you might find a private shop to fix it for less.

Check for a leaking power brake vacuum booster diaphragm.

the clutch pressure plate is not engaging because the actuation is not working
If it is hydraulic then the problem may be in the master cylinder with a blocked compensating port or the slave cylinder piston is jammed in the out position and not returning
or if it is a cable operation the cable is jammed in the case and not allowing clutch operation

sounds like you might have a wheel cylinder leaking . get a good brake shop to check it over for you

It sounds like an issue with the battery. When the cold gets really extreme the battery does not have enough cold cranking amps. Replacing the battery should resolve your issue.

Either you have a bad ground/ Ecm. Or the Timing is off. Timing is critical..I put extra pressure on timing components.
