2000 year honda civic cigarette lighter not working
check the power in the lighter socket or the charger which is a small transformer has not failed . Try it in another car . If it works there then I would suspect a fuse for the lighter if there is no power there.. Make sure that the adaptor plug is tight as the 2 bars on the side are the earth for the adaptor and if not tight then there may be no earth . Use a flat bladed screw driver and bend the bars out a bit to increase tension in the socket.
Stalls at lights then is hard to start
double posted.
the EGR if it sticks open , it will stall.
and it loves to do that at all stops.
as you come to a stop the PCM commands the EGR closed.
if it dont close it stalls.
can your right foot fast moving save the stall, a key test. on ALL STALLS.
as is cleaning both ISC and EGR, both most be free to operator.
Stalling hard start
no DTCs. (even cranked for 5second, you must crank to see them. pop up, P0340 355s etc.)
all fuses good? ever do a 60k mile tune up, ever? it repeats and is critfcal.
so you crank it.
you check spark at all cylinders, 4 to 6? (no engine stated)
got spark? you check timing with a "timing light" and its
WAY OFF, opps you skipped the new cam belt, service and if you
keep cranking it , you bend the head valves. ($$$$$$$)
ok, sparks good, and timed good.
its bad fueling?
you examine spark tips
all are wet, all are dry, or 1 or 2 are wet and others dry.
(this is called evidence)
this all assumes engine compression is at spec. 150PSI or more.
we then trouble shoot , these facts.
lean? , we check for low fuel pressure. and MAP /MAF sensor and ECT
rich? same thing, but this too high fuel pressure.
how cold is it outside. -50F or +80F in florida keys)
we check that the 2 sensors match that before first start. parked overnight.
the my both be near ambient, ECT and IAT.
scan tools allow you to see all the sensors. to see if they are fibbing.
easy.
a $9 tool.
Reversed the boost
you (at the least ) blew 1 or many fuses,
you do that and risk blowing up a fortune on electronics.
its not 60 Chev, that is so forgiving...

fuse 19, 80amps engine bay fuse box. bam?
are the head lights dead, they work all the time, even keys in pockets.
are they part of nothing.
then... that means... fuse 19 is bad.
open the fuse box in the engine bay see those.
they will all be dead, and 19 toast.
i just use a voltemeter to find which are blown.
starting there, then working to the cab box.

there are 20 lamps in side and outside, are all 20 dead>
those lamps that glow HL switch 1st click is PARK
side lamps. dash lamps glow in park are they?
this answer , solves the who is bad.
as always, check all fuses first in both boxes

P1298 Electric Load Detector (ELD) Circuit High Voltage.
Possible causes:

Rocker arm actuator
Honda Civic 2004 has manual adjustment on it. It can easily be adjusted with at least a little skill. Any mechanic can do it very easily at the most reasonable and affordable price. It is a task not more than 40-45 minutes.

- Before servicing the vehicle, refer to the precautions in the beginning of this section. Disconnect the negative battery cable.
- Note the radio security code and the radio presets.
- that means record them now. pen to paper.
- Remove the cylinder head cover retaining bolts. Remove the cylinder head cover from the engine.
- Set the number one piston at TDC. The punch mark on the variable timing control (VTC) actuator and the punch mark on the exhaust camshaft sprocket should be at the top. Align the TDC marks on the VTC actuator and exhaust camshaft sprocket.
- Using the proper gauge feeler gauge, adjust the valves on cylinder number one.
- Rotate the crankshaft 180 degrees. Using the proper gauge feeler gauge, adjust the valves on cylinder number three.
- Rotate the crankshaft 180 degrees. Using the proper gauge feeler gauge, adjust the valves on cylinder number four.
- Rotate the crankshaft 180 degrees. Using the proper gauge feeler gauge, adjust the valves on cylinder number two.
- Install the cylinder head cover.
- As required, on 2001-05 vehicles, reprogram the ECM engine idle characteristics. Be sure all electrical items are OFF.
- Start the engine. Hold the idle speed at 3000 RPM's in neutral until the radiator fan comes on or the temperature reached 194 degrees.
- Let the engine idle for about five minutes with the throttle fully closed.
- If the radiator fan comes on during the five minutes, do not count this toward the five minute programming time.
- Set the clock.
- As required, reprogram the power window control unit as follows.
- Turn the ignition switch ON. Lower the window, all the way down. Open the driver's side door.
- Turn the ignition switch OFF. Push and hold the drivers window DOWN switch. Turn the ignition switch ON. Release the driver's window DOWN switch. This must be done within five seconds.
- Repeat the above step three more times. Wait one second.
- Confirm that the AUTO UP and AUTO DOWN do not work. If they work repeat the procedure, paying close attention to the five second time limit
- Move the driver's window all the way down by holding the drivers window DOWN switch to the AUTO DOWN position.
- Pull up and hold the driver's window UP switch to the AUTO UP position until the window reaches the fully closed position. Hold the switch for one second.
- Confirm that the power window master switch has been reset by using the driver's window AUTO UP and DOWN function.
- If the AUTO UP and DOWN feature is still not working, repeat the complete procedure, paying close attention to the five second time limit.
