Location fuse for windhield washer
From 300cforumz.com: Check front distribution center under hood. Check fuse position 18 which should be a 30amp pink fuse. Replace it if blown. Also check fuse position 5 if you have headlight washer (it should be a 25 amp fuse). If that doesn't get it running you may have a bad pump or bad connection to the pump. You can check voltage to the pump by pulling connector and have someone push button from inside. If it shows 12 volts or so to ground with a voltmeter then the circuit is OK--- it may be a bad pump. Also check connector contacts to pump for corrosion.
How much torque should be applied to a chrysler
Data I have found indicates that a torque of 250 inch pounds is appropriate for these 13mm bolts. Torque them in a circular pattern starting from the center pulling through several times. DO NOT OVERTIGHTEN!

Stop using it & get it repaired
I losses power to protect the exhaust converter,transmission
or other systems from damage,that is the way it is supposed
to work-- so you stop using it-- before you damage it

I am not a mechanic, or engineer but your issue can be deducted by anyone with a little knowledge of cars.
Your problem is linked to its air filter and the carburettor , water gets into the air filter that dampens the paper based filter, prevent air flow into the carburettor for a fine mix of fuel/ air. If you blindly drive through a pool of water - say after rains, water will be sucked into the combustion chamber and you will probably loose you vehicle so be careful.
