2005 doedge neon, where is the 140amp fuse
under the hood in the power distribution center, which is a black box looking thing where the cover comes off and then two screws will needed removed to replace that fuse.

The dealers are just telling you thing's it could be , doesn't mean they are just going to replace all of those parts or you need all of them , Doing the diagnostic test procedures associated with the DTC - diagnostic trouble code are were they start . Take it to one an have it diagnosed .
Can a P0340 also reflect a broken timing belt?
code p 0340 refers to camshaft position sensor(CMP) sensor A bank 1---circuit malfunction===causes ---wiring---CMP sensor ECM
have the CMP sensor checked / replaced
when you are checking the sensor , turn the engine over and if the camshaft is turning , it is not a timing belt
However if the engine has not had a timing belt changed (requirement at 60K miles) It would be a good move to have it done as it is well over due and will fail soon
Eng mod fuse keeps blowing
Not sure what you mean by eng mod fuse. What's the year, make and model? What's the description of that fuse in the owner's manual?

See the fuse, key on, use a test lite and check for voltage at fuse circuit, it should be hot.
See pins 4 and 5 at wiper motor, those wire colors should be voltage for hi and/or lo speed, use the test lite, check for voltage hi and or low speed on those wire colors.
At the moment, I think your wiper/washer switch is faulty?

Your torque converter lock up is defective, it is not turning off. I would replace the torque converter lock up solenoid first and change the fluid and filter, if that is not the fix the transmission will need to come out for rebuilding and the torque converter replaced most likely..
