You had a missing relay before? To operate the pump you'd jump the perpendicular connections. As for the relay running briefly, that sounds like it could be a worn out ignition switch.

Follow the negative cable from the battery to where it bolts to the engine or frame, unbolt it and clean the area with a wire brush or sandpaper, then reconnect the cable. A bad ground can cause this issue.

you are right it is a air leak but either at the intake gasket or tb gasket seeing you replaced the hoses already. spray some carb cleaner around those areas while running and see if idle changes this will pin point the area of trouble. make sure you dont have any spark plug wires arcing out cause this could ignite the carb cleaner.

go to the dealer and ask for a print out of it from the parts guy.

You didn't mention what engine you have. The location I am showing you in the picture below (Red arrow/relay 1) is the location for the 1.7 & 1.8 liter engine. If you have the turbo or the DSL engine, the location is different. Hope this helps....

A fuel filter will not cause a no start, even one that is really clogged. Check the fuel pump, do you hear a hum from it when the key is turned to on for one second? It is pretty loud. The fuel filter is just aft of the right front tire under the car.

Well I tried doing those things but what I thought was the filter, underneath the car just pass the pump in front of the gas tank obviously is not the filter and don't know where the filter is located.

vw parts are available for at least 25 years.....then pattern parts(all of them)

Open the little door under the steering column and check with your book and assiciate numbers. If no book check in your plastic door. I would check what you need to remplace by associating the numbers. Tool needed test light.
Check all your accessories one at the time , I mean ALL the acessories.

Under hood in a black plastic box, Chould be marked on the box cover, good luck .
