Could be the motor, or the actuator arms binding. You will have to remove the cowl cover and observe the arms in action. make sure the connector grommets are present and in good condition. If so , probably motor is overheating and tripping circuit breaker.

P1409 - EGR Vacuum Regulator Solenoid Circuit Malfunction This test checks the electrical function of the EGRVR solenoid. The test fails when the EGRVR circuit voltage is either too high or too low when compared to the expected voltage range. The EGR system must be enabled for the test to be completed.
  • EGRVR circuit open
  • VPWR open to EGRVR solenoid
  • EGRVR circuit short to VPWR or GND
  • Damaged EGRVR solenoid
  • Damaged PCM
The EGR vacuum regulator solenoid resistance is from 26 to 40 ohms.

No I wouldn't think a short , but I would thing a ground circuit problem or a low voltage problem . Have the battery an charging system tested . Inspect vehicle grounds , look for lose or corroded terminals connections ! Do a voltage drop test on all electrical circuits ,power an grounds . You have to use a very small flathead screwdriver (the actual tool can be long, the flathead has to be small...) and there's a little notch on one side of the cover. Just insert the screwdriver there and gently pry it off. Good luck!

without having any familiarity with your vehicle can I ask whether the change from 2 and 4 wd mode is achieved manually, i.e. via a lever or is it an automatically achieved transition...i.e. does the vehicles electronics achieve the shift.
If it is a manually achieved shift then I would suspect the transfer lever , or linkages , if it has any.
A transfer box usually has need of a service every two or three years or so of average driving, say 30 to 40 thousand miles.

heater core means you had the dash all apart , yes?
that means the computer wiring is in that mess too.

There should only be two bolts holding it on all u have to do is disconnect the power wire then the ground wire and take the rwo bolts off and you should be fine.
If when u start the install of the new starter and the bolts are having a hard time lining up you can get a scissor jack to push it up in just the right spot. Also whenever your working with electricity disconnect the battery

So you think you could hear the starter spin but the "band" did not turn? I suppose you mean the serpentine belt did not turn. It is quite possible for the starter to spin but the bendix to fail to engage the flywheel. This can be caused by low battery charge, bad battery connections, or more commonly, a bad starter.
