My car idles at 1000 rpm

Usually when this happens its a Vacuum leak causing it. Try using a spray bottle of water around the seams of the engine while the engine runs. any leak will pull in the water and change the rpm or stall the motor.Depending on what you find, it may just take some gaskets.

Rear brakes act engaged even with e brake off

Someone would need to jack up the rear of the truck and check to see if the wheels will spin freely in neutral. Its possible the parking brake cable is rusty and stuck, or something has happened to the rear brakes.

Anti lock brake light is on.

you need to jack up the truck and make sure each wheel will turn freely make sure both sides of the rear axle is off the ground shift it to neutral and try to turn the wheels and do the same for the front make sure you dont have a base brake problem first I think the light has come on because the system has detected a difference in wheel speed between one or two wheel and i think you have a bad caliper or metering valve if it dosent have a metering valve it will have a proportioning valve that is bad

Lifter tapping

The tappet noise usually will get louder and louder as it wears. A totally collapsed lifter will definitely be noticeable by loss of power to that cylinder, misfiring, and excessive noise. But then again your current lifter noise could be possibly maintained for years to come by regular and consistent oil changes.
