Starting only happens when steering wheel is in certain spots?

Its ware in the ignition switch not the key switch . Ford has had problems with this its 20 to 30 for the switch . It can also be tested with a multi meter go to a Ford dealer and ask them to print it out of the manual .It will give you step by step witch connections should have continuity OHM'S in what positions

Where can find instructions or video on replacing the ignition switch NOT THE KEY IGNITION OR LOCK CYLINDER - rather the ignition switch that has a post that moves as you turn the key- 2004 Crown Vic?

i think that you are referring to the steering wheel lock mechanism if there is a you tube on that procedure, that is what you will be looking for If that is the case , the easiest procedure is to undo the "u" joint at the base of the steering column inside the car and remove the wheel and column as a unit the bolts that hold that section to the column are sacrificial bolts and when the correct tension is reached , the heads snap off making illegal removal extremely difficult getting to the remainder of the bolts needs space and with the column still in the car ---very difficult

Where is the fuse box that operates internal lights in a 2004 Crown Victoria. Ford police car

Might be a switch on the dome light. On the 2003 fuse box is under the drivers side dash.

Is there ground? Is there power and ground at the actuator? Is there power or ground in the circuit when the system is off but the vehicle is running (Indicating a short to power or ground)

I put a new battery in and know the ac and heater control show all the info but nothing works

You replaced the battery an the heat an A/C don't work ? Battery Disconnect or Replacement Problems Read this , may need to take to dealer for reset or replace the control panel . Never replace a battery with out alternate power supply .

2004 crown vic. only 63K miles on her. AC/heat fan was sporadically working, now its done. AC was nice and cold, working fine. Is the fan a hard replacement if I were to find one at a parts yard?

Try to check the power and ground on the blower fan. If you missing the ground on the blower fan connector than most likely it is the blower fan resistor (controller), it is located under the hood close to back firewall behind left cylinder head.

2004 Crown Vic- Headlights come on when first

There is a resistor in the light control module under the driver side of the dash. You can replace the whole module which is about 100+ dollars or if you're good with soldering, replace the resistor. You will need to remove the box and open it up. Find out the resistor part number and replace it. This is a common problem on the 03-05 crown vics. Good luck

2005 police P71 4.6L crown

The head light controls on a police car are exactly like those on any other Crown Vic. I have repaired dozens of them. More than likely you have no contact inside the multifunction switch. I would replace the switch as the most likely source of the problem. These are easy to change, just remove both halves of the plastic cover around the steering column and there are two Torx (also called star screws) screws holding the switch onto the column. The screws are on the bottom down in wells of the lower calm shell cover, they are cross points (Phillips)
This is a fairly common failure on police cars (P71 and P73 option).

I have a 2004 crown victoria. The ac will only blow hot air. Pretty much figured out its the blend door actuater. What's the best way to get to it???

I may be wrong since it has been awhile since I have had to do one, but if I am not mistaken the blend door motor is located on the back side of the air box against the firewall. The only way to access it is to remove the dash and the airbox from the vehicle.

I would take it to a auto store and they can check your battery circuit for free to see what the problem could be they will hook up a tester that will check the circuit out.
