Ford festiva transmission

You have a manual transmission. The synchronizers are bad. Probably a couple of bad bearings also. Get a manual and buy the parts. Save yourself atleast a $1000 labor from a garage.

Which pins need to be shorted out on the diagnostic plug of a 1999 Ford Festiva Trio 1.3 L to see whats wrong with it ?

I don't recommend doing that, can blow the computer. Easier to take it to Autozone or Advance auto, they will scan your codes for free and give you the code meanings.

Why does a carbureted motor run fine at cruising speeds, and cold starts but at warm idles and coming to a stop sometimes shuts off and idle surges?

Maybe float level is low. If possible split top off carb to observe wet level inside carb. Thinking 2 things for deceleration that changes pressure in fuel line is volume push by fuel towards front components and maybe Evaporative Emissions is getting solid fuel instead of vapors from splash. Idle dashpot is part on some early carbs to allow throttle gradual closing. Some are vacuum controlled with what is called a "vacuum tree" which routes the vacuum to the dashpot by temperature. Vacuum tree could have wrong hose routing or THERMOSTAT for engine could be too cold.

No spark from new coil

Sounds like the problem lies in the profile Ignition Pickup (PIP) i.e Crank Sensor or in the Ignition Control Module (ICM), once the ICM gets the PIP signal, it starts to switch the Ignition Coil on, Once the Ignition Coil gets this switching signal, it starts to Spark away, I think you are not getting signal from PIP to ICM to get spark. I did a quick search online and if you do need to replace your Ignition Control Module this site looks like it has cheap prices, free shipping and great reviews http://www.buyautoparts.com/ignition-control-module.html
