Have you checked the roller switch next to the headlamp switch? If it is rolled all the way up, then the lights will stay on all the time. Try rolling the switch back down, you should feel a "click" inside the switch then the lights will shut off. This switch also controls the brightness of you instrument cluster lights. There is a fuse box under the hood that has the fuses that control the wire harness. There are at least 2 boxes, mine were on the drivers side wheel well near the rear of the engine compartment.

Your truck is a 97, so it is OBDII. If it is misfiring, the check engine light will come on letting you know which cylinder(s) are misfiring or what sensor is acting up. Get it scanned first to point you in the right direction. If you don\'t have a check engine light on, check fuel pressure because a weak pump won\'t turn on a CEL. Other things to check would be vacuum leaks, or if you have gunk in your gas-change filter, it\'s cheap enough.
