I have this problem as well. I used my scanner and codes P0700 and P0740 came up. I did some research of my own and I had my vehicle checked by a couple of different shops, and was told that my Torque Convertor and another name for it is Turbine was not working properly. This part is inside the transmission. You didn't go into small details, so I hope this can give you an idea of what the problem might be. You have a Vacuum Leak that is not allowing the Front Hubs to engage... I do believe that 1996 Dodge has Vacuum hubs on the Differential
