Peeling paint
This is not an uncommon problem with vehicles that are left outside most of the time. There are three Dodge trucks in my neighborhood with this same problem, Solution - a new paint job.

Test or take to any reputible auto parts store (Autozone) .your alternator is probably bad if it test bad ,replace with a new or rebuilt unit.
Automatic transmission sometimes won't go into passing gear
I have this problem as well. I used my scanner and codes P0700 and P0740 came up. I did some research of my own and I had my vehicle checked by a couple of different shops, and was told that my Torque Convertor and another name for it is Turbine was not working properly. This part is inside the transmission. You didn't go into small details, so I hope this can give you an idea of what the problem might be. I still have this issue, but I can't afford to have it fixed being unemployed. I hope this assist you just a little. If you have a question for me, please ask. Good luck and take care. :-)
4x4 won't engage
You have a Vacuum Leak that is not allowing the Front Hubs to engage... I do believe that 1996 Dodge has Vacuum hubs on the Differential
