Put the belt onto all groved pulleys first, then un-tension the tensioner/idler pulley and slide the belt onto it (the tensioner/idler pulley should be smooth with no lip for the belt to go over).
There should be both. Should have a temperature switch, an A/C switch, a defrost switch that all send signals to the ECU. And there is a fuse and relays in the circuit for the low and high speed fan controls.
Is the security light on the dash turned on ?
If so, there is a security error causing the problem.Fix the security problem and the other problem goes away.

Located on the fuel rail ( silver or chrome lines holding fuel injectors) you will find a cap at one end that looks like a valve stem cover. When you remove the cover you will find a connector which resembles a tire valve stem. You will connect the fuel pressure tester to this port, and you will need a second person to help. Once connected you will want the helper to turn the key to the on position while watching the gauge. You should see a small pressure rise when the key is cycled from off to on several times. Then with the tester still attached have you helper start the car. You should see a increased pressure around 40PSI. You should check with ford for the proper fuel rail pressure. The gauge should only move about 5 pounds or so while idling. If you do not have fuel pressure I would first suggest checking the fuel pump relay and it contacts to make sure the relay is working properly. If the relay is working and you still have little pressure the I would change the fuel filter. After that if you still have low pressure I would suggest replacing the pump.

If an obvious cause for an observed or reported concern is found, correct the cause (if possible) before proceeding to the next step.
If the concern remains after the inspection, connect the diagnostic tool to the data link connector (DLC) located beneath the instrument panel and select the vehicle to be tested from the diagnostic tool menu. If the diagnostic tool does not communicate with the vehicle:
check that the program card is correctly installed.
check the connections to the vehicle.
check the ignition switch position.
If the diagnostic tool still does not communicate with the vehicle, refer to the diagnostic tool operarting manual.
Carry out the diagnostic tool data link test. If the diagnostic tool responds with:
CAN or ISO circuit fault; all electronic control units no response/not equipped, refer to Section 418-00 .
No response/not equipped for the instrument cluster, refer to Section 413-01 . For smart junction box (SJB), refer to Section 419-10 .
System passed, retrieve and record the continuous diagnostic trouble codes (DTCs), erase the continuous DTCs, and carry out self test diagnostics for the instrument cluster and for the SJB.
If the DTCs retrieved are related to the concern, go to the Instrument Cluster Diagnostic Trouble Code (DTC) Index or the Smart Junction Box (SJB) Diagnostic Trouble Code (DTC) Index to continue diagnostics.
If no DTCs related to the concern are retrieved, proceed to the Symptom Chart.

There is no chime module just for the headlamp on warning .
I looked at info for your security system, it is starter motor disable. I didn't see 06 ford Taurus in my database, so I looked at 05.
Battery has a full charge and battery connections all good?
