Unable to reinstall a fuel pump on a 1984
Turn the engine over by the bolt at the front of the crank with a breaker bar and socket, and look to see that you get the cam lobe where it's at it's least resistance to the fuel pump arm. They do fight you, just food for thought.
# 8 & #2 cylinders not firing on 350 chevy.
It takes three things to fire a cylinder. Fuel, Spark, and Compression. Check compression and see if those two cylinders are low. If so, you have some burnt valves. If they are the same as all the others, ck for a massive vacuum leak, PCV valve, brake booster, etc.

Rule is if it worked aside from the signal problem, you had someone work on it, and now it does not work, it's likely that the person that did the job needs to do it again! In every shop I ran, this sort of thing nearly never happened because things were checked over before a customer got it back, and whoever did the work had to correct it (at no pay).
Depending upon what you did to eliminate P/S, it could cause problems down the road,(manual steering boxes have lube inside...a drained power unit does not and will wear quickly) but not in either the tilt mechanism or the signal switch. Likely though you will develop larger biceps!!
Replacing a gauge light 1984 chevy c10
The instrument cluster trim panel will have to come off first of all by removing the screws witch are all phillips heads screws. You will see a small trim panel wrapped below the steering coluum. That will needs to come off first. Pull the radio knobs off next and remove the nuts on the radio shafts. You will need to remove all screws surrounding the sides and the top areas next. If you have tilt wheel lower the tilt down as far as it goes. Gently remove the panel. Next the gauges will show two screws holding each one one. I would replace all bulbs since one goes out more will later very soon. Reverse this proceedure to re-install
What size is the radiator for a 1984 chevy
Radiators are not listed by size.(many are the same size but have different mounting fixtures attached) Any radiator shop can give you the dimensions though. Order by vehicle, engine size, location of inlet and outlet. (also including if auto or manual transmission) Best to use one intended for use with A/C even if you don''t have any. You can't cool it off too much as the thermostat will regulate the temp. Scrapyards have an interchange guide and can also be helpful with this.

My experience in buying ANY used car is that the sellers have a tendency to "over rate" their vehicle. The only way to get an objective opinion on any vehicle is to have a mechanic come with you OR ask the seller if you can take it to a REPUTABLE repair shop for a "look see". It may cost you $50 or so but well worth the experts looking at it BEFORE you buy it.

Belt size or go a different route?
I don't have a vacuum routing diagram or belt routing diagram for your vehicle but, before considering replacing the belt make sure the pump itself isn't frozen (likely the reason ti was disabled in the first place.) I recommend that you do find a decent diagram, get your vacuum lines straightened out and then, do some diagnosis pertaining to any remaining problems. From what you have posted, it sounds like an ignition or engine control problem more than anything else. To do any accurate diagnosis on that, I suggest you first obtain even a basic manual like chiltons or haynes publishes, and do some careful testing as described in those books. Only then can you actually determine where your actual problem(s) are. One thing is certain...without the aid of testing, you are likely to spend a lot of time and $ chasing items that don't need attention.

First locate it. Then check for power. Some horns use the mounting bolt as a ground. Check this. A good ground is critical. Now if you have power and a good ground check the switch in the steering wheel. Last option is you may need a new horn. Try any auto parts store.

because of torque specs and tighnting sequences i highly suggest the you go to an auto parts store and buy or order a after market repair manual. haynes makes one for a resonable price and you ll probably find more than the one use for it

Sounds like you could have lost one of your grounds to the engine block or you have a bad connection in one of your bulk head connectors. Try checking all of your connections under the hood especially where they go through the firewall of your vehicle. Check to make sure you have power to where the fuses are for each item. Has to be a bad connection or ground.

Check the belt tension and tensioner. If your tensioner has gone bad it will cause slack in the belt allowing it to easy slip off under load yet appears tight when off.
