Question edited for clarity. Question moved to model category. You must not disconnect the horn as it makes your car ill-eagle to drive on the highway. You must have an audible warning for times of emergency. The problem will be the clock spring wiring in the steering wheel. Easy job for an auto - electrician to fix.

Under dash drivers side....Probably gonna be a 10 or 20amp fuse. May have a diagram on lid if its still there. Or take one out at a time and look at it. Or fuse missing?

Could be the motors, or resistance in the window tracks. Might also be a weak power source to the motors.

I know what an El Camino is , but, I don't know of a "267". What ever it is, to set the timing you need a timing light........

There should be a folded seam where the side tanks are soldered on. On the bottom of the radiator this folded lip (one at either end) fits snugly into rubber bushings that should be mounted on a cross member (radiator support), these should already be in place. Once you set the radiator in place there is a tin plate that goes across the top of the radiator. There should be 2 more rubber bushings that fit snugly on top of the folded lip discussed earlier. If memory serves you should have 4 bolts to fasten the top plate in place.
