My 98 chevy blazer just got a new fuel pump and
If it's a gasoline engine, please check for sparks at the spark plug end. If it's a diesel, check pre-heating system. Starter fluid in the throttle body must be ignited by the spark plugs. For diesel, pre-heating is necessary to ignite the fuel.

If you have no fuel pressure, then that is definitely where your problem is. When you turn the ignition on, the fuel pump should run for about 1.8 seconds and build about 55-60 psi of fuel pressure. If you turn the key to the run position and don't hear the pump run, you need to trace back to why it is not coming on. Make sure there are no security issues present. Fuel pressure can be checked by installing a fuel pressure gauge to the schrader valve (it looks like a tire valve) which is located on the fuel supply line right where the fuel line connects to the spider system. Replacing the heads should not affect the starting of the vehicle in terms of before and after provided everything has been installed and hooked back up correctly. Make sure all connections are tight and pay close attention to the ground wires. There is an important ground that goes from the back of the left head to the firewall. If the battery went dead during the repair and a charger was connected with the ignition on, computer damage may have resulted. If you determine that fuel pump issues are present, make sure you examine all of the electrical aspects before replacing the pump. Even though fuel pump failures are common on these vehicles, they are expensive and often not the cause of a fuel supply problem.

Make sure you have power to the fuel pump. On this model you should hear a quiet high pitched mosquito in your ear sound when you have all the lights on the dash panel just before you turnover the engine. If push comes to shove, take the fuel pump out, keep the power on it and run it through a bucket to see if you can at least pump water through it. Make sure you let it dry out all the way though before placing back in the tank.
