2004 z71 tahoe when the gas gauge is at a quarter
Check your fuel filter if it needs replacement. Empty it out then connect it back. Try to start it again. Inspect the fuel filter if it filled with gasoline. Check if there is noise at the fuel tank to check if the pump is working. If it did not, inspect the fuse for your fuel pump and the relay. If both are good you may connect the fuel pump directly to the battery to see if it works. It may be a bad wiring.

I have a 2004 utility style Chevrolet Tahoe . It have this issue where it will start , run and drive normally, but after a few miles with display “reduced engine power” and fails to get more than 1500-3000 RPMs if I’m pushing the petal all the way, the truck continues to power all cigarette lighters, TVs and my subs with no issue. But begins to idle roughly and shake the vehicle (sometimes rather violently) turning off and removing the key from the Ignition used to solve the problem, and I would be on my way. This no longer works unfortunately and my mechanic (who has previously fixed it) is not able to be contacted
Highest speed it has reached was 50 going down a hill, on flat ground only 30mph
Well I was about to say you need to read the codes and fix those issues. Your truck is going into 'Limp Mode', this is indeed reduced power. The ECU is doing this to protect the engine from serious damage. You need to fix each one of those 4 error codes. Having said that, they all point to the throttle position sensor. Wnen you put your foot on the accelerator *PEDAL the sensor tell the fuel management and air management sensors, how much gas you are giving the engine. In the old days it was a cable to the carburetor, but now fuel injected and all electronic.
You can read details on the codes and how to fix here. You can also put each code with Chevrolet Tahoe into Google and look at the video tab fro how to fix. chevrolet obd2 codes Google Search
