This may be related to the antitheft system The system is known for turning off the starter and/or injectors when it fails. Is there a light on the dash that says SECURITY? This is a common problem worth looking into. http://www.diy-gm-security.com/ 26024633-vycpj41x2iphfdmbx4v0vfed-3-2.jpg

The actuator is probably way up under the dash and impossible to see until you remove AC pipes or glove box. Check shop manual if possible.

The HR arrow is the left one and the MIN arrow is on the right.

Here's the instructions from the manual:

Press and hold the HR or MIN arrow for two seconds.
Then press HR until the correct hour appears on
the display. Press and hold MIN until the correct minute
appears on the display. The time may be set with the
ignition on or off.
Hold either arrow down for two seconds and then you can adjust the hour and minutes.

Check for damaged linkage cable or the shifter it self.

Turn signal doesn't have a relay. If your talking about the flasher, it is built into the hazard switch. Which yours may or may not be in the turn signal switch. If the hazard is on the column, then it is in the switch. In the dash, it's not. I haven't worked on the express, but that's where GM puts them.
