383 is a modified engine...since it's not stock, you need to learn to "read" spark plugs. In reality the # used in any engine is a starting point for experimentation. Begin with factory plug, If too white or too black change heat range 'till you find a # that gives mostly white porcelan with light tan tinge. That will be a good plug to run.

The problem is probably a bulb. When the filament blew out it crossed over to the other side of the bulb creating a back feed. Change the bulbs out one at a time and Im sure you'll find the bad one.
If that doesn't work check the grounds on the radiator support.

A mechanical fuel pump works off a lobe on the cam, usually. I have seen these cams wear down to the point that the fuel pump does not operate correctly. A quick test is to; remove the fuel lines from the pump, plug the oulet side of the pump with your finger, install a vacumm gauge on the inlet side and crank the engine. The gauge should show good vacumm and you should feel pressure against your finger. If none of these exist then you should replace the camshaft.
