These two problems are not usually related. You have seperate relays for each. You would need to check for power to the fuel pump and if it is present and the pump is not powering up then the fuel pump is probably bad. If it is not receiving power to the pump check the wiring and the relay.

There's probably either a 'short circuit' or 'bad earth' in the wiring somewhere. Usually it's quite close to the bulb that fuses. Have a look at the wiring and where any wires attach to the surrounding metal.

Since it is a 1996, you probably have high miles on it.

There is no sequence for the rod caps Since there are only 2 bolts per cap you only have to snug up each bolt then apply half the listed torque value to each cap bolt. then continue back and forth on them until the end torque value is applied to both bolts.
