Is the PCM - turning on the fuel pump ? If there are not any anti-theft system problems and the engine computer see's a input voltage signal from the Transmission range switch that the vehicle is in park or neutral and it sees a input from the crankshaft position sensor it will supply a ground to energize the fuel pump relay .
Is there a fuel regulator? NO there is no regulator . Watch this video ! GM Fuel Pump Relay Testing

This a throttle position code. This sensor is located on the gas pedal under the dash. Bad place to put a sensor that helps run the engine and transmission IMO. High humidity,dirt, mud and the such. Most likely the sensor, but I always check for power and ground at the plug before I replace a sensor.
The engine stops because the computer does not recognize the new key. You must find a way to get the truck and technician with right equipment in the same place ( usually the dealership service ). I do not know of any alternative.
The best way to know for sure is to swap the switch and then test it. If you still have the same issues then your ignition box may not be making good connections. It could also be relays or a fusible link.
The battery based off of its design and plate size can only supply so many amps. Even a battery that is reading 12 Volts could be in bad enough condition that it wouldn't provide the necessary cranking amps.

I don't know if this will come thru or not. You may need to get a shop manual to get all of the diagrams to troubleshoot the circuits.The diagram I found shows two tanks, and each one has a relay for the pump. The relays and gauge are controlled by the PCM and both pumps are grounded together. This may or may not match your truck.
