How do u change a starter on a 99 grand am with a 2.4

Remove battery wires from battery by loosening the termanals and set them off to the side. Remove wires from the starter making sure to remember where they go. Remove the bolts holding the starter in place. Lower starter down and out, or maybe even up through the top, which ever way you think is the easiest. you may need to manipulate it, turning it around so that it will come out. Replace the new one the same way you took that one out.

No current to EVO/ABS solonoid fuse in engine compartment

did you check those big square ones that you need a spanner to change, they are usually located in the engine bay with the relays, near the battery these usually have plastic covers on each side covering bolts that need to be removed before the fuse can be removed, these fuses are a simular size and shape as the relays

Clutch goes to the floor

You will have to be more specific in order to get help on this site .... does the clutch go to the floor randomly without pushing it with your foot? Does it just go to the floor when you press it with your foot? If the last is yes then does the transmission disengage when the clutch goes to the floor as it should or does something else happen? Normally you would want your clutch to go to the floor ... see where I'm going with this?

My reverse lights dont come on while in reverse and i dont need to have my foot on the break to shift out of park.

Yes it could be a relay, but it could also be two isolated problems. The shift will have a switch inside to send a signal either through a relay or directly to the reverse lights. I would suspect the switch. The switch itself may be good but it is not being depressed for some reason. The brake also has a switch. It may be working for the break light but not for lock out of the starter.
